The District sits at the northern edge of the humid subtropical zone, and its NOAA record shows it. Averaged across the year, National Airport reports 64 percent relative humidity and Dulles reports 66 percent, which puts the District in the middle of the national pack. The morning numbers tell a different story. Dulles averages 80 percent relative humidity in the morning hours, and in September the District's morning mean climbs to 84 percent. The other half of the DC problem is the building stock. Rowhouses across Capitol Hill, Shaw, Petworth and Columbia Heights sit on brick or block foundations with living space below grade, and a basement floor set into damp soil stays cooler than the air above it all summer. Relative humidity is the mean of NOAA's published morning and afternoon values. Mean dew point is calculated from the NOAA 1991 to 2020 normal mean temperature and that mean relative humidity. The humidity band names what the column measures and nothing more. Humidity is not the whole story: a burst supply line in the driest metro on this table soaks the same drywall as a humid August, and EPA guidance treats wet porous material as at risk of mold growth after 24 to 48 hours either way.

Why the two District stations disagree. Dulles and National are only 26 miles apart and report a two-point difference in annual mean relative humidity, but a six-point difference in the morning. That gap is the urban heat island. Downtown pavement holds heat overnight, so the air over the city stays warmer and its relative humidity reads lower even though it carries more water. National's calculated mean dew point is 47 F against Dulles at 45 F, which is the honest measure: the city air is wetter, it just does not look that way on a relative humidity gauge.

What that means for a DC homeowner. If you live inside the District, use dew point rather than relative humidity when you decide whether to open a window. A 70 F dew point outdoors in August means any surface below 70 F will condense, and a below-grade wall usually is. If you live in the Maryland or Virginia suburbs, your morning humidity runs higher and your overnight low runs cooler, so the condensation window opens earlier and stays open longer. Common mold species in Washington, DC homes

EPA and CDC name the same core genera for humid temperate climates. In DC housing they concentrate in three places: below-grade walls, bathroom and kitchen exhaust paths in units without working fans, and window air conditioner units in older rowhouses and apartment buildings.

Cladosporium

Cladosporium spp.

The most commonly found indoor mold nationwide and the usual find on DC window sills, window air conditioner housings, and the cool side of below-grade walls. Olive-green to black, often in a fine speckle rather than a patch. EPA lists it among the common allergenic indoor molds.

Penicillium

Penicillium spp.

Blue-green, powdery. It takes hold on carpet padding, cardboard storage boxes and wallpaper paste in basements, which is exactly what a DC rowhouse basement is full of. EPA lists Penicillium among the most frequently recovered genera in indoor air samples.

Aspergillus

Aspergillus spp.

Black, green or brown depending on species. It prefers steady moisture and organic dust, which describes bathroom grout, caulk lines and the drip pan of a window air conditioner unit running all summer. EPA and CDC flag Aspergillus species as allergens and, in rare cases, as a cause of aspergillosis in people who are immunocompromised.

Stachybotrys chartarum

Stachybotrys chartarum

The species commonly called toxic black mold. It needs sustained wet cellulose: wet drywall, wet ceiling tile, wet paper-faced insulation. In the District it turns up after basement backups and long-running plumbing leaks rather than after a humid week. Visible black slimy growth on water-stained drywall is the signature. Do not disturb it.

Alternaria

Alternaria alternata

Dark green to black, on window tracks, shower stalls and any surface that collects condensation. It is a common allergen panel entry and is often correlated with asthma flare-ups in sensitive individuals per EPA remediation guidance.

Aureobasidium

Aureobasidium pullulans

Pink to black, and it shows up on caulk, grout and painted window frames. In DC it is the mold most often mistaken for dirt on a bathroom window frame, because it starts as a pink film before it darkens.

04Cost drivers

What mold remediation costs in Washington, DC

No District agency publishes a mold remediation price schedule, so any dollar figure you see attached to a DC ZIP code is a contractor's marketing number rather than a public record. What the District does change is the shape of the bill, and that is knowable.

The first cost driver is the threshold. Under the District's licensure rules at 20 DCMR Chapter 32, a person who is not licensed may not perform mold remediation on an area of 10 affected square feet or more. Ten square feet is small. It is roughly a three-foot by three-foot patch, so a single wet drywall bay under a leaking window can cross it. Below that line the work can be handled without a licensed remediator, and the District's own guidance document covers how. At or above it, you are hiring a licensed remediation professional, and that is a different price bracket than a handyman.

The second driver is that assessment and remediation are separate professional categories in DC Code § 8-241.01, so a job that starts with a professional indoor mold assessment produces one invoice for the assessment and another for the remediation. Budget for both. The assessment is what creates the rebuttable presumption in a landlord dispute under § 8-241.05, which is why it is worth paying for even when the mold is obvious.

The third driver is access, and it is the DC-specific one. Remediation cost tracks the labor of getting to the wet material and putting the room back, not the square footage of visible growth. In a rowhouse that means working around a finished basement, a knob-and-tube era ceiling, or a party wall shared with the neighbor. Add the underlying repair, because the District's own guidance is explicit that the moisture source has to be corrected or the growth returns. On insurance: a sudden and accidental discharge, like a burst supply line, is usually the covered event, while long-term seepage and humidity generally are not. 05Licensing

The District licenses this work. The Residential Indoor Mold Assessment and Remediation Act, codified at DC Code Title 8, Chapter 2B, was enacted as DC Law 20-135 on September 9, 2014. Under DC Code § 8-241.03(b), no person may engage in the business of residential indoor mold assessment or remediation unless that person is certified and licensed under requirements set by the Director of the Department of Energy and Environment.

That is a stronger rule than most of the country has, and it comes with a public list. DC Code § 8-241.03(c) requires the Director to maintain a publicly available list of every certified indoor mold assessment and remediation professional in the District, and DOEE publishes it. Before you sign anything, find the company on that list. A DC business license is not a mold license, and neither is an IICRC certificate on its own, though a licensed firm should hold both.

The operating rules live at 20 DCMR Chapter 32, Mold and Radon Licensure and Certification. DOEE's guidance for non-licensees sets the practical line: a non-licensed individual shall not perform mold remediation where indoor mold growth is at or above 10 affected square feet, unless an exemption at 20 DCMR § 3201 applies. Assessment and remediation are separate licensed categories, which matters for independence. The professional who tells you how much mold there is is not the professional who bills you to remove it. When you get a written professional indoor mold assessment, keep it: under DC Code § 8-241.05 it is the document that creates a rebuttable presumption of a housing code violation in a tenant's case against a property owner.

One honest caveat. DC Code § 8-241.03(e) reads "Not Funded," and the 2021 amendments made by DC Law 23-188 to § 8-241.02 and § 8-241.03 were made subject to inclusion in an approved budget, which the DC Law Library notes has not happened, so those specific amendments have not been implemented. The licensing requirement and the DOEE licensed-professional list are live and usable today. Treat the details of the 2021 amendments as pending rather than in force, and check the DOEE page below for the current position before you rely on any of it.

06Statute

Washington, DC mold laws and tenant rights

The District wrote a mold-specific landlord duty into statute, which most states did not. Under DC Code § 8-241.04(a), a residential property owner who receives written or electronic notice from a tenant that indoor mold or suspected indoor mold exists in the unit or in a common area shall inspect the property within 7 days and remediate the condition within 30 days of the inspection, unless a court or the Mayor orders a shorter timeframe.

The size of the problem decides who does the work. Under § 8-241.04(c), if the owner knows or has reason to know that indoor mold contamination exists, the owner must have it remediated by a licensed indoor mold remediation professional. Below that threshold, § 8-241.04(b) still requires the owner to clean and remove visible indoor mold from the surface, and it says plainly that the Director's failure to issue guidelines does not excuse the owner from doing it.

The enforcement teeth are in § 8-241.05. A professional indoor mold assessment that finds contamination in a tenant's unit creates a rebuttable presumption that the owner violated the duty to keep the property free of defective surface conditions under the Property Maintenance Code at 12G DCMR and the Housing Code at 14 DCMR. To get that presumption, the tenant has to show the owner received the assessment in written or electronic form. A court ruling for the tenant may reimburse the assessment cost and award attorney fees and court costs, and may award treble damages where the tenant found the mold, an assessment confirmed contamination, the owner received it in writing, the owner did not remediate within 60 days, and the court finds the owner acted in bad faith.

Practically, that turns a DC mold complaint into a paperwork exercise, and the paperwork favors the tenant who does it properly. Put the notice in writing and date it, because the 7-day clock starts on written or electronic notice and not on a phone call. Photograph the growth and the water source. Three moves cover most of what a District homeowner or renter actually controls, and each of them is cheap relative to a remediation invoice.

A. Treat the basement as a dew point problem, not a humidity problem

The District's morning mean relative humidity runs 74 to 80 percent, and August and September mornings hit the low to mid 80s. Opening a basement window on a humid DC morning makes the wall wetter, not drier, because you are pushing 70 F dew point air onto a 62 F wall. Run a dehumidifier with a condensate pump instead and keep the basement below 50 percent. DOEE's own guidance says relative humidity should be maintained below 65 percent to inhibit indoor mold growth, and EPA generally advises 30 to 50 percent where possible, so aim for the tighter number. B. Handle a summer storm backup on the 48-hour clock

The District's rain is concentrated in summer downpours onto an old combined-sewer network, and a basement backup is a category three water event. Remove standing water the same day. Pull saturated carpet padding and cut wet drywall back a foot above the water line rather than trying to dry it in place. Photograph everything before you remove it, because the insurance conversation and any landlord conversation both run on those photos. If the affected area reaches 10 square feet, stop and call a DOEE-licensed remediator, because at that point the District says a non-licensee should not be doing the work.

C. Check the window air conditioners in April, not July

A large share of DC rental stock still runs window units, and a window unit is a condensation machine with a drip pan sitting inside a warm room. Pull the front cover before the first hot week, check the pan and the coil for the fine black speckle that is usually Cladosporium, and clean it before the unit runs all summer with the bedroom door shut. September is the wettest month for the District by relative humidity, at a 70 percent daily mean and an 84 percent morning mean, and it is the month most people stop running the air conditioning. That combination, warm damp air plus a system that is no longer dehumidifying, is the single most reliable way to grow mold in a DC home. Late March and April are the second window, when the heating season ends and the walls are still cold.

The winter mechanism is the opposite one. From December through February the District's outdoor humidity is high but the air is cold and carries little water, so the problem moves indoors: showers, cooking and laundry raise interior moisture, and it condenses on single-pane windows and uninsulated exterior corners. Averaged over the year the District's two NOAA stations report 64 and 66 percent relative humidity, which is unremarkable, but the morning mean runs 74 to 80 percent and reaches the low to mid 80s in September. A below-grade wall set in damp soil stays cooler than the air in the room above it, so when 84 percent morning air reaches a 62 F wall, the wall condenses. That is a dew point problem rather than a leak, and it produces the same wet material a leak does.

Does homeowners insurance cover mold in DC?

It depends on what got wet and how fast. Policies generally respond to a sudden and accidental discharge, like a burst supply line, and generally exclude long-term seepage, poor maintenance and humidity. Many policies also cap mold remediation at a fixed sublimit even when the underlying water event is covered, so a covered claim does not mean an uncapped one. Read the mold exclusion and any endorsement in your own policy, and take the coverage question to the DC Department of Insurance, Securities and Banking rather than to the remediation contractor.
